A guiding metholodogy such as the "Waterfall Model" can assist in defining the the site's goals and guide the site's content, look, and navigation in relation to the defined intention of the site.

A web designer must know and respect the medium and its constraints. This includes everything from browsers and bandwith, core technologies (HTML, cascading style sheets), to network, server, and protoocol issues which affect web design.

What is good web design?

There is no canon which embodies the "correct " form of web design that would apply universally to every site. One must inquire as to the motivation behind the design as applied to each specific site when evaluating it. Remember, to be always mindful of the measurable goals of the site, and to put yourself in the position of the client and the USER.
