The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people.
The rights not stated in the Amendments are given to the states and/or the people to delegate. These are rights like marraige, traffic laws, voting, taxes, and etc. These rights are controlled by the states in which you live.
