Like the ninth amendment, the tenth amendment concerns itself with how the U.S. Constitution should be interpreted. It grants no individual rights.
This amendment states that any power not belonging the federal government is reserved either for the individual states or for the people. At the time of the Constitution's creation, citizens were wary that the new government might swallow up additional power than those already granted to it.
